In brief

How do PS and Smer differ?

PS and Smer take opposite sides on most statements in the test, above all on the rule of law, Ukraine and Russia, and energy. PS supports re-establishing the Office of the Special Prosecutor and letting an independent body choose the management of STVR, and opposes stricter state oversight of NGOs funded from abroad; Smer takes the opposite view on all three. PS wants to resume state military aid to Ukraine, which Smer rejects, and Smer supports lifting EU sanctions on Russia and buying Russian gas and oil after 2027, which PS opposes. Smer supports capping energy prices for all households and a state majority stake in large energy companies; PS rejects both. Both support letting Ukraine join the EU once it meets all the conditions and making it easier for foreign workers to fill labour shortages.

This summary is based on the parties’ documented positions on the test statements; the source of each position is on the party’s page. Updated 17/10/2026.

Differences

Where they clash most

Ukraine and Russia

Slovakia should resume sending state military aid to Ukraine.

PS Strongly in favour
In 2025 Šimečka criticised the government for only selling arms to Ukraine, asking why Slovakia cannot help it directly if it can sell it weapons.
Smer Strongly against
Its 2023 manifesto rejects military aid to Ukraine, saying it only prolongs the war; its government stopped state military aid in 2023.

Ukraine and Russia

Slovakia should be able to keep buying Russian gas and oil after 2027.

PS Strongly against
Its MEP Michal Wiezik welcomed the EU ban on Russian gas imports in 2025; its TRESK plan aims to cut dependence on Russian energy supplies.
Smer Strongly in favour
In 2026 Fico announced that his government will challenge the EU ban on Russian gas at the EU Court of Justice, calling the ban "energy suicide".

European Union

The EU should be able to freeze EU funds for countries that do not respect the rule of law.

PS Strongly in favour
In 2024 it answered that the EU should keep halting funds to states that breach the rule of law; in 2023 it welcomed that step against Hungary.
Smer Strongly against
Its 2024 EU manifesto says EU funds are a tool of help, not a means of political control or of fighting inconvenient states or governments.

Rule of law and democracy

Slovakia should re-establish the Office of the Special Prosecutor to fight corruption.

PS Strongly in favour
Its 2026 anti-corruption package pledges to restore the Special Prosecutor's Office, which it says the coalition abolished out of fear for its own impunity.
Smer Strongly against
In 2024 its caucus passed its government's criminal law reform that abolished the Special Prosecutor's Office; the bill came from its justice minister.

Rule of law and democracy

Non-governmental organisations funded from abroad should be subject to stricter state oversight.

PS Strongly against
In 2025 the PS caucus voted against the law tightening obligations on NGOs; the movement's European manifesto rejects the demonisation of NGOs.
Smer Strongly in favour
In 2025 its caucus voted for the NGO law; in 2023 Fico said NGOs funded from abroad would automatically be "foreign agents".

Rule of law and democracy

The Prosecutor General should keep the power to annul final decisions by the police and prosecutors (the so-called Section 363).

PS Strongly against
It proposes replacing Section 363 with a review in which the pre-trial judge, not the prosecutor general, has the last word; in 2026 it pledges to restrict it.
Smer Strongly in favour
In 2023 the party said the prosecutor general's power to annul final pre-trial decisions (Section 363) is a basic precondition for the prosecution service to work.
