Slovakia should re-establish the Office of the Special Prosecutor to fight corruption.

The Office of the Special Prosecutor handled serious corruption and organised crime. A reform of the Criminal Code abolished it on 20 March 2024, and its cases passed to the regional prosecutor's offices and the Prosecutor General's Office. In the July 2026 referendum, invalid because of low turnout (16.13%), 92% voted to restore it.

Non-governmental organisations funded from abroad should be subject to stricter state oversight.

In April 2025 parliament passed a law requiring NGOs with annual income above €35,000 to publish the names of donors giving more than €5,000. The Constitutional Court ruled it unconstitutional in December 2025, and it has not applied since February 2026.

The Prosecutor General should keep the power to annul final decisions by the police and prosecutors (the so-called Section 363).

Under Section 363 of the Code of Criminal Procedure, the Prosecutor General annuls a final decision by a police officer or prosecutor in the pre-trial stage if he finds that the law was broken. He can do so within six months, and his decision cannot be appealed. This covers, for example, decisions to charge someone.

The management of the public broadcaster STVR should be chosen by an independent body, not by the government or the governing majority in parliament.

Since 2024 the public broadcaster has been called STVR (previously RTVS). Its director general is elected by a nine-member council: four members are appointed by the culture minister and five are elected by parliament by a majority of MPs present.

A referendum should be valid even if fewer than half of eligible voters take part.

Under the Constitution, a referendum is only valid if more than half of eligible voters take part. The last referendum, on 4 July 2026, was invalid: turnout was 16.13%.
